Anhui releases 2025 agricultural social service project implementation plan: the maximum subsidy is 130 yuan/mu, and the upper limit of the subsidy for a single business entity is 100,000 yuan
The Anhui Provincial Department of Agriculture and Rural Affairs recently issued the "Implementation Plan for Anhui Province's 2025 Central Finance Agricultural Social Service Project" (hereinafter referred to as the "Plan"), focusing on small farmers and key weak links in agricultural production, and taking advanced and applicable technologies such as large-scale yield improvement of grain and oil crops as important contents, cultivating a service market with diversified subjects, professional services, and full competition, and developing large-scale, professional, and intensive modern agricultural production methods to provide strong support for ensuring the stable and safe supply of grain and important agricultural products. In 2025, the province will complete more than 5.071 million mu of agricultural social service area.
Implementation area
First, the planting area of grain and oil crops is ahead, and the basic conditions for production are good. Second, the working funds are in place and the supporting measures are complete. Third, the service system is relatively sound. Support the large-scale yield improvement of grain and oil crops. The whole county promotes and applies large-scale yield improvement technology through social service integration.
Subsidy link
Focus on solving the application and promotion of key technologies that restrict small farmers' yield increase. Wheat focuses on supporting the "five-in-one" precision seeding (+ furrowing), rice focuses on supporting land preparation + mechanized seedling cultivation and transplanting; corn focuses on supporting pneumatic precision seeding (+ furrowing); soybeans focus on supporting wheat stubble no-tillage straw mulching precision seeding (+ furrowing); rapeseed focuses on supporting precision machine drilling. Single-link services whose market mechanism is basically mature and widely accepted by farmers shall not be included in the scope of financial subsidies.
Subsidy recipients
Subsidy funds can be used to subsidize farmers, or farmers and service providers can be subsidized separately in a certain proportion, so as to ensure that small farmers benefit in the end. Comprehensively promote the subsidy method of directly subsidizing small farmers through the financial "one card (discount) pass". The service subject undertaking the project must meet the five basic conditions stipulated in the "Notice of the General Office of the Ministry of Agriculture and Rural Affairs and the General Office of the Ministry of Finance on Further Promoting the Socialized Service of Agriculture" (No. 3 of the Agricultural Office of the Ministry of Agriculture and Rural Affairs [2024]). At the same time, the agricultural machinery and equipment owned by the service subject must be equipped with Beidou intelligent terminals, which can connect data with the project information supervision platform in real time. Focus on supporting service subjects that undertake large-scale yield increase tasks of grain and oil crops to undertake projects. Project counties should stipulate the lower limit of the number of service subjects undertaking project tasks and the upper limit of subsidies within the county. The same service subject shall not apply for subsidy funds repeatedly.
Subsidy standards
Project counties should determine reasonable financial subsidy standards based on local conditions. In principle, the proportion of financial subsidies to service prices shall not exceed 30%, and the total amount of subsidies per mu of single-season crops shall not exceed 100 yuan; in poverty-stricken areas and hilly and mountainous areas, in principle, the proportion of financial subsidies to service prices shall not exceed 40%, and the total amount of subsidies per mu of single-season crops shall not exceed 130 yuan. For single-scale business entities receiving services, the upper limit of subsidy funds is 100,000 yuan. For links where the service market is mature and farmers have a high degree of cognition and acceptance, the subsidy standards can be gradually reduced accordingly.
Improve the mechanism of linking farmers and leading farmers
The subsidy recipients should focus on small farmers and focus on solving the difficulties faced by small farmers in increasing their yields. The project counties should arrange subsidy funds or areas to serve small farmers (agricultural operators whose land management scale does not exceed 10 times the average contracted land area per household in the local area), and the proportion should be higher than 60%.
