Recently, the Ministry of Agriculture and Rural Affairs released a summary of its response to Proposal No. 2326 of the Third Session of the 14th National People's Congress, addressing representatives' suggestions for increasing grain and oil yields.

The response stated that the Party Central Committee and the State Council attach great importance to grain production. The Ministry of Agriculture and Rural Affairs regards increasing large-scale yields as a key measure for grain production, adhering to the principle of combining green practices with increased production, balancing cost savings with increased efficiency, and prioritizing both output and quality.

First, strengthening deployment and arrangements. An implementation plan for increasing large-scale yields of grain and oil crops will be formulated and issued, detailing technical pathways and specific measures by variety and region. The Ministry will integrate resources across the agricultural and rural system, improve coordination and promotion mechanisms, and jointly promote in-depth and effective large-scale yield increases. Support will be provided to Hebei Province in establishing counties dedicated to promoting yield improvement, including 26 counties for corn, 12 for wheat, two for soybeans, and one for rapeseed. Actively collaborate with the National Development and Reform Commission and the Ministry of Finance to increase investment in grain production, secure central government funding for projects such as the Green, High-Yield, and High-Efficiency Initiative, the Yield Enhancement Initiative for Large-Scale Grain and Oil Planting Enterprises, and the Corn and Soybean Yield Enhancement Project, allocating more project funds to large-scale yield increases. Strengthen the integration of high-quality farmland, improved seeds, improved machinery, and improved methods, and promote integrated green and efficient technologies such as high-quality, high-yield, and high-efficiency technologies, water- and fertilizer-saving and pesticide-saving technologies, and integrated farming and breeding.

Second, strengthen scientific and technological support. Since the 14th Five-Year Plan, the National Key R&D Program has allocated R&D tasks under ten key projects, including the "Science and Technology Innovation Project for High Yield and Efficiency Increase of Major Crops," the "R&D and Demonstration of Integrated Technologies for the Prevention and Control of Major Diseases and Pests," and the "Science and Technology Innovation Project for Capacity Enhancement of Medium- and Low-Yield Farmland in Arid and Semi-arid Northern China and Red and Yellow Soils in Southern China." These projects support relevant institutions in conducting research on key technologies for green grain production, promote joint innovation among agricultural research institutions, enterprises, and agricultural technology extension agencies, explore and develop key technologies for green grain production, integrate technology systems for variety breeding, farmland quality improvement, efficient water and fertilizer utilization, mechanization, and intelligentization, and implement large-scale demonstration applications in major grain-producing regions such as the Huanghuaihai region.

Third, we will strengthen support and guarantee systems. In recent years, the Ministry of Agriculture and Rural Affairs, in collaboration with the National Development and Reform Commission, the Ministry of Finance, and other departments, has improved the grain production support and guarantee system and promoted the green development of the crop industry. We have vigorously promoted the construction of high-standard farmland, coordinated the development of efficient, water-saving irrigation, and improved farmland infrastructure. In conjunction with projects such as the Green High-Yield and High-Efficiency Action and the Corn and Soybean Yield Improvement Project, we have established a number of counties promoting green, high-yield and high-efficiency grain and oil production, as well as counties promoting water-saving and increased grain production, and concentratedly established precise yield control systems. We have vigorously cultivated family farms, standardized and upgraded farmer cooperatives, accelerated the development of socialized agricultural services, supported, promoted, and improved small farmers, and promoted the accelerated development of a modern agricultural management system. The Ministry of Education, in conjunction with the Ministry of Agriculture and Rural Affairs and the China Association for Science and Technology, supported Hebei Agricultural University and other institutions in establishing science and technology courtyards in Hebei Province.

The Ministry of Agriculture and Rural Affairs stated that it will continue to promote large-scale yield increases for grain and oil crops, focusing on promoting county-level development as a whole. It will focus on creating 10,000-mu high-yield plots, 1,000-mu demonstration plots, and 100-mu research fields. It will support Hebei and other provinces in the Huanghuaihai region in exploring the "green ton and a half grain" technology model, promote the integration of leading varieties, key technologies, and main machine models, and strengthen the demonstration and promotion of key technologies for yield improvement. It will continue to support the research and development of green grain-increasing technologies within national key research and development programs and other scientific and technological programs, continue to implement projects such as the Green High-Yield and High-Efficiency Action Plan and the Corn and Soybean Yield Improvement Project, and continuously strengthen farmland irrigation and drainage capacity and integrated water and fertilizer infrastructure. It will guide Hebei and other regions in building a modern agricultural management system that supports the development of leading industries and increases the income of small farmers. It will increase support for the construction of science and technology courtyards in Hebei Province, improve the scientific and technological innovation capabilities and innovative technology conversion rate of Hebei's agricultural industry, and contribute to the modernization of agriculture and rural areas in Hebei Province.
