Jiangsu Province: 2025 Central Agricultural Development Special Fund Focuses on Promoting Agricultural Machinery Subsidies with "Premium Subsidies" and "Both Inflow and Outflow"

Recently, the Jiangsu Provincial Department of Agriculture and Rural Affairs and the Jiangsu Provincial Department of Finance issued the "2025 Provincial Implementation Plan for the Central Agricultural Industry Development Special Fund" (hereinafter referred to as the "Plan"). This plan specifies that the 2025 Central Agricultural Industry Development Special Fund will be used to implement subsidies for the purchase and application of agricultural machinery, support the seed industry, accelerate the integrated development of agricultural industries, support the development of animal husbandry, and support the development of fisheries.

 

Specifically, regarding subsidies for the purchase and application of agricultural machinery, the "Plan" proposes to prioritize the promotion of "premium subsidies for premium machinery" and "both inflow and outflow." Priority will be given to the promotion and application of agricultural machinery such as high-performance seed drills, intelligent high-speed rice transplanters, large intelligent high-end combine harvesters, and new energy agricultural machinery. Efforts will be intensified to promote "premium subsidies for premium machinery" and "both inflow and outflow." A sound system for the selection, quality assurance, and efficiency evaluation of premium machinery will be established. The categories of premium machinery will be scientifically selected, and the standards for premium subsidies will be rationally determined. Subsidies for innovative machinery with shortcomings will be accelerated, and subsidies for obsolete and outdated machinery will be phased out. Support the large-scale application of Beidou terminals and Beidou assisted driving systems in agricultural machinery according to regulations. Support innovative pilot programs. Focusing on clearing bottlenecks in all links of agricultural machinery production, academia, research, promotion, and application, accelerate the coordinated development of the agricultural machinery R&D, manufacturing, promotion, and application industry chain and supply chain. Focus on urgently needed equipment such as large-feed combine harvesters, hybrid tractors for paddy fields, and equipment for managing fruit and tea gardens in hilly and mountainous areas. Support the implementation of a pilot program for integrated agricultural machinery R&D, manufacturing, promotion, and application by 2025, accelerating the R&D, manufacturing, finalization, and promotion of innovative machinery that address shortcomings. Strengthen accountability. Provincial-level agricultural machinery purchase and application subsidies will prioritize the use of funds for applications for redemption of machinery entered in previous years but not yet redeemed, as well as for machinery purchased in the current year. Optimize the fund redemption process, increase settlement batches, promote full online processing, increase the convenience of subsidy processing, and ensure timely redemption. Effectively strengthen risk prevention and control. Improve policy implementation supervision and risk prevention and control measures, closely monitor key links such as identification and testing, and equipment verification, crack down on fraudulent and illicit subsidy practices, and improve the efficiency of fund use. Leverage the advantages of big data to strengthen information-based investigations of violations.
