In order to give full play to the leading and exemplary role of agricultural machinery purchase and application subsidies, promote the standardized application of agricultural unmanned aerial vehicles in the agricultural field, and promote the comprehensive and high-quality development of agricultural mechanization, this implementation plan is formulated in combination with the actual situation of our city.

I. Subsidy recipients

Subsidy recipients are farmers and agricultural production and management organizations engaged in agricultural production (hereinafter referred to as "machine purchasers"), among which agricultural production and management organizations include rural collective economic organizations, farmers' professional cooperative economic organizations, agricultural enterprises and other organizations engaged in agricultural production and management.

II. Subsidy standards

According to the "Dalian Agricultural Unmanned Aerial Vehicle Subsidy Amount List" (Appendix 1), there are 6 levels in total. Among them, there are 4 levels for multi-rotor agricultural unmanned aerial vehicles and 2 levels for single-rotor vehicles.

3. Subsidized products and production enterprise conditions

(I) Product conditions

In addition to the basic configuration and parameters specified in the subsidy amount list, subsidized products must also meet the following technical conditions:

1. The empty weight does not exceed 116 kg, and the take-off weight does not exceed 150 kg;

2. The maximum level flight speed does not exceed 50 km/h, the maximum true flight height does not exceed 30 meters, the maximum flight radius does not exceed 2000 meters, and it has the ability to maintain airspace and be reliably monitored;

3. It has an operator identity key access device, which can only be used for operation after key connection;

4. It is equipped with flight control chips, electronic fences, obstacle avoidance system software, and real-time recording and storage equipment for operation flight data, and has the functions of preventing over-spraying and leakage spraying, and preventing pesticide drift, and can realize the identification, monitoring, and traceability of operation flights;

5. Obtain the agricultural machinery voluntary product certification certificate issued by the certification body for the qualification of agricultural machinery purchase and application subsidy machinery.

(II) Production enterprise conditions

1. Submitted and approved in Liaoning Province;

2. Flight records of products applying for subsidies in our city should be kept for no less than 3 years;

3. Have good after-sales service capabilities;

4. Sign the Dalian Agricultural Unmanned Aerial Vehicle Production Enterprise Commitment. (Appendix 2).

IV. Subsidy application conditions

(I) The starting date of the subsidy for agricultural unmanned aerial vehicles in our city is consistent with that of Liaoning Province, that is, the subsidized equipment must be agricultural unmanned aerial vehicles purchased after December 23, 2024 and meet the policy requirements (based on the invoice date).

(ii) Before applying for subsidies, the real-name registration or nationality registration has been completed in accordance with the "Regulations on the Real-Name Registration and Management of Civil Unmanned Aerial Vehicles", and the registration mark has been affixed to the machinery for which the subsidy is applied;

(iii) Property damage insurance and third-party liability insurance have been purchased, and an insurance policy has been provided, with an insurance period of not less than 1 year;

(iv) Agricultural production operations of not less than 1,000 mu have been completed, and relevant materials such as operation contracts and operation volume certificates need to be provided;

(v) Sign the Dalian Agricultural Unmanned Aerial Vehicle Subsidy Recipient Commitment (Appendix 3).

V. Other matters

(i) Subsidy application. Follow the operating procedures and review requirements stipulated in the agricultural machinery purchase and application subsidy policy. The factory number (fuselage code) and the corresponding flight control code should be indicated in the purchase invoice or subsidy application service system.

(ii) Risk control. All districts, cities and counties should effectively strengthen supervision and conduct audit work prudently. If it is found that the subsidized product has obvious defects or may have major policy risks, it should be immediately suspended and reported to the Municipal Agriculture and Rural Bureau.

(III) Annual summary. All localities shall strengthen the tracking and understanding of the agricultural operation effects of subsidized products, and summarize the experience and rules of agricultural unmanned aerial vehicle operation management. Carefully evaluate the implementation of the policy, including the subsidy situation of machinery, the benefits of policy implementation, the evaluation and opinions of the subsidy recipients, the existing problems, and the suggestions for policy improvement, and submit them to the Municipal Bureau of Agriculture and Rural Affairs and the Municipal Finance Bureau together with the annual summary of agricultural machinery purchase and application subsidies.

The Ministry of Agriculture and Rural Affairs and the Ministry of Finance will notify you separately if there are new requirements for the purchase and application subsidies of agricultural unmanned aerial vehicles.

This enterprise voluntarily participates in the implementation of Dalian Agricultural Unmanned Aerial Vehicle Purchase and Application Subsidy Policy, earnestly studies relevant policies and regulations, operates legally, compliantly and honestly, and solemnly makes the following commitments:

1. Our enterprise is not included in the list of seriously illegal and dishonest enterprises in the National Enterprise Credit Information Publicity System, and the business scope of the business license includes the production and operation of subsidized products, etc., and has after-sales service capabilities.

2. All indicators such as technical parameters, configuration, and performance of subsidized products are consistent with the certification, test report or commitment provided by the enterprise.

3. Subsidized products have operator identity key access devices, which can only be operated after key connection; equipped with flight control chips, electronic fences, obstacle avoidance system software, real-time recording and storage devices for operation flight data, and pesticide application operation systems, with anti-overspraying and anti-pesticide drift functions, and can realize identifiable, monitorable, and traceable operation flights. For products that have applied for subsidies, their operation flight records shall be kept for no less than 3 years from the year of subsidy application.

4. Establish an intelligent management and control platform that can implement remote real-time monitoring and safety management of its products' operational flights. Ensure that identification information is reported to the National Unmanned Aerial Vehicle Integrated Supervision Service Platform in accordance with relevant national regulations when implementing operational flights; 5. Have a sound training and assessment system for agricultural unmanned aerial vehicle operators and have strong training faculty. The company is responsible for training and assessing users, including legal and regulatory knowledge, safe flight common sense, basic operating skills, safe drug use technology and emergency response to emergencies. Relevant training certification materials are properly preserved for inspection. 6. If agricultural unmanned aerial vehicles that have enjoyed subsidies need to be returned or exchanged, the local agricultural and rural departments must be informed in advance and the subsidy funds must be returned as required. 7. Actively cooperate with agricultural and rural departments at all levels to complete illegal handling, relevant information retrieval and other work. 8. Disputes and economic losses caused by violations of relevant regulations shall be borne by the company.
