China's agricultural science and technology progress contribution rate exceeds 63%

On June 26, the National Development and Reform Commission held a press conference in June. Reporters learned from the press conference that at present, the total area of high-standard farmland built nationwide exceeds 1 billion mu, and the irrigated area of cultivated land has grown to more than 1.08 billion mu, significantly enhancing the drought resistance, flood prevention and disaster reduction capabilities of agricultural production. As of the end of last year, the comprehensive mechanization rate of crop cultivation and harvesting exceeded 75%, and the contribution rate of agricultural science and technology progress exceeded 63%. At the same time, the third batch of consumer goods trade-in funds will be issued in July.

 

The press conference pointed out that in recent years, the National Development and Reform Commission has worked with relevant departments to implement the decisions and deployments of the Party Central Committee and the State Council to continuously improve agricultural production capacity. In terms of storing grain in the land, through various channels such as ultra-long-term special treasury bonds, central budget investment, and additional treasury bonds, the construction of key projects such as high-standard farmland and large and medium-sized irrigation areas has been continuously promoted. At present, the total area of high-standard farmland built nationwide exceeds 1 billion mu, and the irrigated area of cultivated land has grown to more than 1.08 billion mu, significantly enhancing the drought resistance, flood prevention and disaster reduction capabilities of agricultural production. Only through long-term planning, continuous investment and long-term efforts can we continuously lay a solid foundation for food security. In terms of storing grain in technology, we will thoroughly implement the seed industry revitalization action, approve and promote a number of high-yield, high-quality and applicable varieties, vigorously implement large-scale yield improvement actions for grain and oil crops, and promote the effective integration of good fields, good seeds, good machines and good methods. By the end of last year, the comprehensive mechanization rate of crop cultivation and harvesting exceeded 75%, and the contribution rate of agricultural scientific and technological progress exceeded 63%.

 

In terms of the "two new" policies, relevant departments continue to exert their efforts. In terms of equipment renewal, strengthen the closed-loop management of equipment renewal projects, speed up project construction, strengthen fund supervision, and promote the formation of more physical workload; speed up the introduction and implementation of the equipment renewal loan interest subsidy policy to further reduce the financing cost of equipment renewal for business entities. In terms of consumer goods trade-in, according to the established work arrangements, the third batch of consumer goods trade-in funds this year will be issued in July; at the same time, relevant parties will be coordinated to adhere to the principles of paying more attention to "sequentiality" and "balance", and formulate and implement the "national subsidy" fund use plan for each month and week in different fields to ensure the orderly implementation of the consumer goods trade-in policy throughout the year. At the same time, timely track and evaluate the progress of work in various fields, continuously improve the implementation mechanism, and better enhance the effectiveness of the "two new" policies.

 

In terms of stabilizing employment and the economy, the press conference mentioned that since November last year, the National Development and Reform Commission and the Ministry of Finance have issued a special central investment of 16.5 billion yuan for work-for-relief in 2025 to support local governments in implementing more than 3,900 work-for-relief projects, which is expected to solve the employment and income increase problems of 380,000 people in need. Recently, the National Development and Reform Commission and relevant departments issued the "Action Plan for Increasing and Expanding the Scope of Work-for-Relief to Promote Employment and Income Increase for Key Groups" (hereinafter referred to as the "Plan"). This incremental policy will further increase the support for groups in need. For the first time, the construction of small and medium-sized infrastructure for urban-rural integrated development has been included in the support scope, including the construction of small roads connecting villages in county towns or towns, the renovation and upgrading of internal streets and pipelines in township markets, and the construction of urban leisure trails. These projects can provide more jobs suitable for key groups to find jobs near their homes. The "Plan" will also increase the proportion of labor remuneration for work-for-relief in the central government's investment in projects from more than 30% to more than 40%, so as to increase the income of people from work as much as possible.

 

At the same time, the central ecological protection compensation funds exceeded 200 billion yuan for the first time in 2024. At present, China has established the world's largest ecological protection compensation mechanism with the widest coverage, the largest number of beneficiaries, and the largest investment, and more than half of the country's forests and grasslands are included in the compensation scope.
